why does Orwell use Latin phrases? what purpose do they have in the story?

1. Never forget that Orwell was an Old Etonian. Latin phrases would have come naturally to him. If you had only shared with us what the story was, it might have been possible to be of further help.
2. Latin and Greek were still part of a standard education in Orwell's day, and I think they still should be. Books published in the 19th century often had whole paragraphs in those languages without translations, the assumption being that any educated person would be familiar with them.
