do prepositional phrases function as premodifiers? why?

what i mean by premodifier is that the prepositional phrase which function as a modifier can preceed the noun it modifies. what i mean by premodifier is that the prepositional phrase which function as a modifier can precede the noun it modifies.

  1. Prepositional phrases are definitely modifiers. Sometimes they are refered to as adjective phrases and adverb phrases, depending on their function in the sentence. I've never heard the term "premodifier."
